CSIS latest public report and its key findings

18th June 2025 – Canadian Security Intelligence Service (CSIS) has released its latest security report for the year 2024. CSIS has been in existence for 40 years since June 1985, about same time when Air India 182 was bombed by terrorists who used Canada as its base.

Here are its key findings.

Firstly, the report commemorates the 40th anniversary of the Air India 182 flight bombing acknowledging that it remains the worst terrorist attack in Canadian history. It acknowledged that Canada-based terrorists planted and detonated a bomb that killed 329 innocent passengers.

 

Secondly, CSIS report continues to designate India as one of nations which has allegedly done “foreign interference” in Canada and Canadian politics. However, it also acknowledges Indian concerns of separatist movement of Khalistan being run on Canadian soil.

Thirdly, the agency reported that “real & perceived Khalistani extremism emerging from Canada continues to drive Indian foreign interference activities in Canada.” The report puts Canada Based Khalistani Extremists under the category of Politically motivated violent extremism, PMVE.

Fourthly, in its counter-terrorism initiatives, CSIS was able to prevent two major acts of terrorist violence in Canada and the US. It reported “In July, father and son duo, Ahmed and Mostafa Eldidi, were arrested while allegedly in the advanced stages of planning a mass casualty attack in the Toronto area. In September, Muhammad Shahzeb Khan, a Pakistani citizen living in the Toronto area, was arrested while attempting to illegally cross into the United States to allegedly conduct a mass casualty attack against Jewish people in New York City. Khan allegedly planned on using firearms in an attack around the anniversary of the October 7, 2023, Hamas attack on Israel.”

Last but not the least, CSIS report has also put Pakistan as a nation which engages in foreign interference in Canada. It notes that “Pakistan conducts foreign interference against Canada to promote political, security & economic stability in Pakistan & to counter India’s growing global influence.”
